I'm trying to mosaic with tracking motion on 360 degree movies, but Effect Room button is missing.
There are only Text button and Clip button.

In case of normal video, there are three butons; Text, Clip and Effect in tracking motion.

Is this problem solved when I upgrade to 365?

No, the Motion Tracker is limited to those two choices when working with a true 360 degree project in all versions of PD.

If you want to make a standard 2D video from 360 clips, choose the right option when bringing the clip onto the timeline and you'll have all 3 MT options:
